Uganda offers discounted gorilla trekking permits especially in the low season most especially during the month of November. The price for gorilla permits is lowered from the usual $600 to $350 for foreign nonresidents, from $500 to $250 for foreign residents and from 250,000/= to 100,000/= for East African citizens.

This is done yearly and a promotional announcement is passed by Uganda Wildlife Authority regarding this offer to Uganda gorilla safari undertakers.
For Rwanda, the ORPTN maintains the price of the gorilla tracking permit at $750 regardless of season. Thus, apparently there are no opportunities for discounted gorilla permits in Rwanda.
